Prepare the v0.23.0 Beta package: synchronize package/citation versions and release date; move accumulated changes into the versioned changelog; add reviewed installation, compatibility, scope and limitation notes; use those notes when the manual release workflow creates its GitHub Release. Existing machine-readable fields, configuration version, and runtime dependencies remain unchanged. Local checks: 265 tests with 1 platform skip; wheel and sdist build; installed-wheel user-journey acceptance; strict Twine metadata/readme validation passed. No claim of AI superiority, held-out accuracy, or independent feedback. Chinese documentation remains the next separate optional milestone. Publication will be dispatched only after this exact release commit passes CI and is merged.
