Consent deleted_at column is unused and should be cleaned up

Investigate if the deleted_at column is indeed unused and propose a solution to remove it.
Deleting the column is tricky, this needs a fully locked table, so plan.

When we lose this column, also remove the postgres hack currently in place using a native query as workaround.
