Backports 592d663 (#18985) to
dev/1.3.While a rejected insertion holds the DataRegion write lock, submit flushes for other MemTables that have already been selected so they can release memory. Adapt the regression tests to the
dev/1.3memory-accounting and TsFile APIs.Validation:
