Implements the specification of the CIP draft "Update social consensus rules": - remove the rules on provision of unfair solutions (EBBO), local token conservation, and pennying/overbidding, including the baseline protocol and base token lists and the page on EBBO violations - reformulate the rules on inflation of the score and illegal use of internal buffers - remove references to EBBO from definitions, the intents page, the solver onboarding guide, and the governance process page - redirect the removed EBBO page to the competition rules Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
