Reorganize sponsor SVGs #718

According to https://ddev.com/sponsor/:

$500 / €500 per month
Organization Sponsor
✓ Your logo and link on ddev.com/sponsor and github.com/sponsors/ddev in the "Featured Sponsors" section

We don't do this right now. We need to reorganize the logic for:

• https://github.com/ddev/ddev.com/blob/main/src/featured-sponsors.json (add an indicator for large sponsors)
• https://github.com/ddev/ddev.com/tree/main/src/pages/resources (add new SVGs)

In addition, we also have this page: https://github.com/ddev (https://github.com/ddev/.github/blob/main/profile/README.md) - we could add large sponsors there as well.

https://github.com/sponsors/ddev also needs an update for existing tiers (don't forget to update https://github.com/ddev/sponsorship-data/blob/main/src/github-sponsors.md)

As for MacStadium and JetBrains (I guess only these two), they are sponsoring us in a different way:

• MacStadium - providing a testing machine
• JetBrains - providing licenses for their IDEs

Maybe they should have a different title, like "Partners"?
