Summary

CI has failed on every PR and scheduled run on master since 2026-10-22. ubuntu-latest moved to a newer Ubuntu image (reported as 26.04), and these workflows were written for Ubuntu 20.04.

Changes

Both workflow files (provisioning-tests.yml, cli-tests.yml):

1. Replace apt-key add (removed from the runner image) with a keyring file in /etc/apt/keyrings and signed-by=.
2. Write the Docker repo to /etc/apt/sources.list.d/docker.list using the runner's codename and stable, instead of focal test. add-apt-repository rejected the old line.

provisioning-tests.yml only:

3. Remove powershell from the disk-cleanup apt remove list. It is no longer an apt package, and apt remove aborted on it.

Testing

This PR's own CI run: 11 of 12 jobs pass (the Linux CLI job and 10 of the 11 provisioning jobs). The Mac CLI job also passes. designer+lms fails; see below.

Known unrelated failure: designer+lms

The container crashes at startup with PermissionError: [Errno 13] Permission denied: '/var/tmp/edx.log'. In the edxops/designer-dev image that file is owned by root, while the container runs as uid 1000. It reproduces on all available image tags. This PR only unmasked it; it is not caused by this change. Reviewers have agreed this failure can be ignored for this PR.

Possible follow-ups

• The Docker install block may no longer be needed, since the runner already ships Docker.
• azure-cli in the cleanup list could be the next package to disappear from the image.
