Add a Makefile for the common developer commands - #114

Give the build, test and CI steps short names, mirroring the GitX Makefile. - Add deps, build, test and archive targets matching the steps in BuildPR.yml, including the commented-out test step - Add help and map, plus submodule sync and drift checks that fail on CI and warn locally - Add libgit2-clean and clean to force a rebuild of libgit2 and the framework - Point to `make help` from the README
