Since PR #3888 has been merged, C++ code generation respects the bit_flags attribute by implementing bitwise operators. However, this is only the case when users pass the --scoped-enums command-line argument, as explained in the PR comments, but this requirement is not reflected anywhere in the documentation. I am adding a small note to make it easier for C++ users to figure that out.

I double checked my changes locally by running mkdocs serve -f mkdocs.yml.
