Once the top-level Anneal principles land, reconcile the staged V2 documentation hierarchy so that:
anneal/PRINCIPLES.md is the shared project-level authority for humans and agents;anneal/AGENTS.md and anneal/agent_docs/README.md route through those principles rather than maintaining a competing top-level principles layer; andanneal/agent_docs/design/principles.md is explicitly subordinate engineering/design guidance (renaming it if useful), with duplicated or conflicting project-level claims removed.
Keep the deeper agent corpus and accepted-decision machinery intact; this issue is about authority and role, not rewriting the design from scratch.
