build(gradle): apply the io.github.ben-manes.versions plugin id

Summary

Gradle warns on every build that the plugin id is deprecated:

The com.github.ben-manes.versions plugin id is deprecated;
apply io.github.ben-manes.versions instead.

The id is declared once, in the version catalog, and reached through alias(libs.plugins.versions) in build.gradle.kts. The alias name is unchanged.

Evidence

Both ids are published at the pinned 0.64.0, and both marker POMs depend on the same implementation, so this is an id rename with no plugin code change:

./gradlew help --warning-mode all no longer reports the deprecation, and the plugin still applies:

$ ./gradlew tasks --all | grep -i ben-manes
dependencyUpdates - Displays the dependency updates for the project.
partialDependencyUpdates - Resolves the dependency updates of a single project.

./gradlew test passes.

One other deprecation still appears in that output, Configuration.setVisible(boolean), from a different plugin. Left alone.
