Summary

Remove innodb_large_prefix and innodb_file_format from the mysql.utf8mb4 configuration documentation. These options were removed from modern MySQL and MariaDB and should not be recommended for supported database versions.

Retain innodb_file_per_table, update the surrounding explanation, and replace obsolete links with the maintained Unicode-support guide. This source comment feeds the generated config_sample_php_parameters.rst documentation.
