Start with what the release means for real hardware, and group the entries by breaking changes, new features, bug fixes, and other changes, so that users can assess the upgrade quickly.

Starts the v0.9.0 entries with what the release means for real hardware, and groups them by breaking changes, new features, bug fixes, and other changes. Also adds the missing entries for the
init()panic fix, the model-based tests (#83), and the SPDX headers (#90).
