Feature #1331: Add RatingInput component - #1340

Add a RatingInput<TValue> form component (int, int?, decimal, decimal?)
for selecting or displaying a score with Bootstrap Icons. Built with
native radio inputs and CSS only; no JavaScript interop.
- Value/ValueChanged/ValueExpression with EditForm validation styling
- MaxValue, ReadOnly, Disabled, AllowClear, opt-in AllowHalf (decimal only)
- Read-only fractional display rounded to the nearest half
- FilledIconName/EmptyIconName/HalfIconName, RatingInputColor (default
Warning), RatingInputSize (Default/Small/Large)
- CSS-only hover preview, disabled for touch, read-only and disabled
- radiogroup/radio semantics, aria-readonly/aria-disabled, exact-value
description, localizable ItemLabelFormat ("{0} of {1}")
- Arrow keys with wrap and RTL mirroring; single tab stop
- Throws for unsupported TValue, AllowHalf on integers, MaxValue < 1
